2. Monetary support in the amount of $1,500, which shall be matched by John  
Fitzgerald and be used toward event production costs;

3. Fee-waivers for facility rental costs associated with use of the Community Theatre for  
the one-day event;  
4. A revenue share of 40%, payable to the City, after direct costs are recovered by

It is recommended that City Council:  
Recommendation:  
1. Award a Construction Contract for CIP 12-160 PCH Improvements at Aviation  
Boulevard and Pier Avenue to EBS General Engineering, Inc. of the City of Corona,  
California, in the amount of $370,980;  
2. Authorize the Mayor to execute the contract and City Clerk to attest subject to  
approval by the City Attorney;  
3. Approve estimated revenue of $76,734 of Measure R Grant funding and appropriate  
$76,734 in the Measure R Fund pending MTA Approval;  
4. Authorize the appropriation of $76,734 in Prop C Local Return funds should  
additional Measure R Grant funds not be approved;  
5. Approve a 12% contingency in the amount of $44,518 to the Construction Contract  
for any unforeseen conditions during construction;  
6. Adopt the attached resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF  
THE CITY OF HERMOSA BEACH APPROVING THE CONSTRUCTION OF CIP NO.  
12-160 PURSUANT TO GOVERNMENT CODE SECTION 830.6 AND ESTABLISHING  
A PROJECT PAYMENT ACCOUNT"; and  
7. Authorize the Director of Public Works to file a Notice of Completion following final  
completion and acceptance of the project.

SANITARY SEWER MAINTENANCE, CCTV INSPECTION

It is recommended that the City Council:  
Recommendation:  
1. Award a sanitary sewer cleaning and video inspection services contract to Empire  
Pipe Cleaning & Equipment, Inc., in the amount of $476,710 beginning September 17,  
2018 and ending June 30, 2021;  
2. Approve an additional appropriation of $11,339 from Sewer Fund;  
3. Authorize the Mayor to execute and the City Clerk to attest the contract subject to the  
approval of the City Attorney; and  
4. Authorize the Director of Public Works to make changes as necessary within the  
approved budget.  
c)  
AMENDMENT TO THE CONTRACT FOR SOLID WASTE  
MANAGEMENT SERVICES AND APPROVE A RATE INCREASE  
PURSUANT TO ARTICLE 6, SECTION 6.5 OF THE FRANCHISE  
AGREEMENT BETWEEN THE CITY OF HERMOSA BEACH AND  
ARAKELIAN ENTERPRISES, INC. (“ATHENS SERVICES”)

It is recommended that the City Council:  
Recommendation:  
1. Authorize the Mayor to execute the FIRST AMENDMENT TO AGREEMENT FOR  
INTEGRATED SOLID WASTE SERVICES BETWEEN THE CITY OF HERMOSA  
BEACH AND ARAKELIAN ENTERPRISES (Athens Services) pertaining to the closure  
of the local office and calculation of the Administrative Fee; and  
2. Consider Athens Services Annual Rate Adjustment Request and endorse the rate  
adjustments proposed by Athens Services for its services not to exceed the attached  
rate schedule and apply a one-time rate adjustment to the customer invoices retroactive  
to July 1, 2018 for residential customers, bin service, and commercial customers.

CITY COUNCIL DOWNTOWN SUBCOMMITTEE UPDATE

PROPOSAL FROM MAYOR DUCLOS  
FOR SECOND ANNUAL ‘LA LA LAND’ EVENT

It is recommended that the City Council discuss and provide direction regarding Mayor  
Jeff Duclos' request for funding not to exceed $20,000 (See Attachment 1) for the  
production of a City-cosponsored event with Kinecta Federal Credit Union to be held  
between Wednesday October 24, and Saturday, October 27th 2018.  
Recommendation:  
Further, to allow the use of the Pier and Pier Plaza areas for this event (with set up and  
break down occurring 10/23 and 10/28) to include:  
* 10/23 - 10/28 - the temporary installation of the original 12 streetlights featured in "La  
La Land", to be configured similar to last year on the pier  
* 10/23 - 10/25 - Lamp Posts Lighting Ceremony each night from 7-8 PM.  
* 10/23 & 10/24 - Featured solo jazz musician each night (provided by The Lighthouse)  
playing on the pier from 7-8 PM  
* 10/26 - Screening of La La Land on the Pier from 7 - 10 PM  
* 10/27 - La La Land Ceremony on Pier Plaza from 3- 8 PM
