ADOPTION OF A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF HERMOSA BEACH APPROVING THE FILING OF A PROJECT APPLICATION FOR SPECIFIED GRANT FUNDS FROM

THE STATE DEPARTMENT OF PARKS AND RECREATION FOR

THE PIER STRUCTURAL AND ELECTRICAL REPAIRS

AND ASSESSMENT PROJECT

Staff recommends City Council:

1.                     Adopt a resolution approving the filing of a project application for Specified Grant funds from the State Department of Parks and Recreation for the Pier structural and electrical repairs and assessment (Attachment 1);

2.                     Approve estimated revenue of $2,300,000 in the Grant Fund;

3.                     Appropriate $2,300,000 in the Grant Fund; and

4.                     Authorize the Public Works Director, or designee, to act as a representative to negotiate and execute on behalf of the City all agreements and instruments necessary to complete the project and to comply with the State Department of Parks and Recreation’s grant requirements.

Executive Summary:

Staff recommends City Council adopt a resolution approving the filing of a project application to the State Department of Parks and Recreation for $2,300,000 in Specified Grant funding to support Capital Improvement Projects (CIP) 629 Municipal Pier Structural Repairs, CIP 660 Municipal Pier Electrical Repairs, and CIP 623 Pier Structural Inspection and Evaluation.

 

Background:

The Specified Grant originated as an item in the State of California Fiscal Year 2022-2023 Budget following a request by the City for financial assistance with the repair of the Municipal Pier structure. The funds were appropriated from the State General Fund through Assembly Bill 178 (Ting), the Budget Act of 2022, and will be allocated by the Department of Parks and Recreation. The City is required to submit a formal application and enter into a contract agreement to obtain the funds.

 

In 2017, staff completed a detailed structural condition assessment of the Pier that analyzed the existing Pier conditions above and below water, including piles, pile caps, and deck panels. The detailed assessment, which is required approximately every five years for marine structures, identified a series of structural repairs and staff subsequently prepared a design to address the needed repairs. In 2021, before the repairs could be made, staff identified additional concrete spalling and ordered an immediate underwater inspection of the Pier that identified a significant increase in high priority repairs that would need to be completed by February 2023. Staff actively worked to incorporate the newly identified repairs into the design and obtain permits from the California Coastal Commission, State Water Control Resources Board, and the Army Corp of Engineers necessary to advertise the project for construction.

 

In addition to the structural repairs, electrical upgrades are needed, which include removal and replacement of existing conduit, replacement of existing light fixtures, and replacement of existing light bollards to ensure safe lighting and connectivity to the Pier’s foghorn.

 

Analysis:

If approved, City staff would submit a project application for $2,300,000 in Specified Grant funds from the State Department of Parks and Recreation to support the construction of the structural and electrical repairs, construction management and inspection services, and the preparation of a new detailed structural assessment. The assessment would be completed concurrent with the construction of the current repairs. The assessment would determine if there are other high priority repair items that need to be immediately addressed while also assisting the City in identifying, and planning for subsequent repairs in the near- and long-term. Project construction is estimated to begin by February 2023.

 

The State requires a resolution from City Council approving the filing of a project application for the grant funds. Staff recommends City Council adopt the attached resolution (Attachment 1) and authorize the Public Works Director, or designee, to act as a representative to negotiate and execute on behalf of the City all agreements and instruments necessary to complete the project and to comply with the State Department of Parks and Recreation grant requirements. The State grant funding is to be expended by June 30, 2026.

1.2 Priority investments. Use City Council established priorities and the Capital Improvement Program (CIP) to identify and allocate funding for projects identified in the infrastructure plan.

 

Fiscal Impact:

The Specified Grant funds of $2,300,000 would fund CIP 623 Pier Structural Inspection and Evaluation, CIP 629 Pier Structural Repairs, and CIP 660 Pier Electrical Repairs. The current City funded budget for the projects combined is $2,250,000 and would be increased, using the grant funds, by $50,000 to cover any unforeseen work or cost increase resulting from the bid. The amounts appropriated in the Grant Fund would replace the current appropriations, which would be released back to fund balances of the original funding sources.
