ADOPTION OF A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF HERMOSA BEACH APPROVING THE PER

CAPITA PROGRAM GRANT FUNDS FROM THE STATE

SOUTH PARK SLOPE AND IRRIGATION REPAIRS

Recommended Action:

Staff recommends City Council:

1.                     Adopt a resolution approving the filing of a project application for the Per Capita Program grant funds from the State Department of Parks and Recreation for Capital Improvement Project 603 South Park Slope and Irrigation Repairs (Attachment 1);

2.                     Approve estimated revenue of $189,849 in the Grant Fund;

3.                     Appropriate $189,849 in the Grand Fund to CIP 603 for construction costs; and

4.                     Authorize the Public Works Director, or designee, to act as a representative to negotiate and execute on behalf of the City all agreements and instruments necessary to complete the project and to comply with the State Department of Parks and Recreation’s grant requirements.

Executive Summary:

Staff recommends City Council adopt a resolution approving the filing of a project application to the State Department of Parks and Recreation for $189,849 in Per Capita Program grant funding to support Capital Improvement Project (CIP) 603 South Park Slope and Irrigation Repairs.

 

Background:

The Per Capita Grant Program originated from the passage of California Proposition 68 in 2018, which allocated one-time funds to local governments for use on local park rehabilitation, creation, and improvement projects. CIP 603 South Park Slope and Irrigation Repairs was first created in 2020 to reconstruct South Park’s irrigation and landscape to improve safety and enjoyment of the park. The project includes landscape renovations, slope improvements, and irrigation system upgrades.

 

Analysis:

If approved, staff would submit a formal project application for the Per Capita Program grant funds from the State Department of Parks and Recreation (State) to support construction of CIP 603 South Park Slope and Irrigation Repairs. The State notified the City that a one-time grant of $189,849 is available for the City to be used in a parks project. These funds would be used for construction, which is estimated to be completed by late 2023.

 

The State requires a resolution from City Council approving the acceptance of the grant funds. Staff recommends City Council adopt the resolution (Attachment 1) and authorize the Public Works Director, or designee, to act as a representative to negotiate and execute on behalf of the City all agreements and instruments necessary to complete the project and to comply with the State Department of Parks and Recreation grant requirements. The State requires the grant funds be expended by June 30, 2028.

 

General Plan Consistency:

This report and associated recommendation have been evaluated for their consistency with the City’s General Plan. Relevant Policies are listed below:

 

Parks and Open Space Element

 

Goal 1. First class, well maintained, and safe recreational facilities, parks, and open spaces.

     Policies:

1.1 Facility Upgrades. Improve and update park and open space facilities on a regular basis.

1.4 Low-maintenance design. Promote environmentally sustainable and low maintenance design principles in the renovation, addition, or maintenance of parks and recreation facilities.

 

Fiscal Impact:

The Per Capita grant funds of $189,849 would fund a portion of the projected $1,700,000 cost for design and construction that is included in the Fiscal Year 2022-2023 budget for CIP 603 South Park Slope and Irrigation Repairs. The estimated grant revenue of $189,849 would be added to the Grant Fund and $189,849 would be appropriated in the Grant Fund, increasing the total project budget to $1,889,849.

 

Stipulations connected to the grant require the funds to be supplemental and not a supplantation of existing project funds. The additional funds would not be used to expand the project scope but rather cover any cost increases relate to bids, materials, or unforeseen work.
