Recommendation

Staff recommends that City Council reorganize the Council Committee assignments and take the following actions:

1.                     Re-assign committee delegates/alternates or re-affirm current appointments;

2.                     Adopt the attached resolution to reflect delegate/alternate changes (if any) to the South Bay Cities Council of Government (SBCCOG); and

3.                     Add and/or delete any committees or temporary subcommittees, as appropriate.

Background: 

At its meeting of November 21, 2019, the City Council acted to appoint the following:

§                     Mayor (term ending November 12, 2020):                                          Mary Campbell

§                     Mayor Pro Tempore (same term as Mayor):                                          Justin Massey

§                     L.A. County City Selection Committee Delegate:                     Mayor Campbell

§                     South Bay Cities Sanitation District Delegate:                                          Mayor Campbell

   Alternate:                                          Mayor Pro Tem Massey

 

At its meeting of December 4, 2019, the City Council, in response to the November 27, 2019 “Cure and Correct” demand letter from Anthony Higgins, rescinded the action taken on November 21, 2019 to select a Mayor Pro Tem; accepted new nominations for Mayor Pro Tem; and voted to appoint Justin Massey as Mayor Pro Tem.

 

The appointment of delegates and alternates for the remaining committee assignments, consistent with the Council’s policy to maintain permanent representatives whenever possible, was postponed to its December 17 meeting.

 

The list of current committee assignments (Attachment 1) has been revised to reflect all changes made at the November 21 meeting, as well as the automatic update to the Public Communications Subcommittee, which is comprised of the current Mayor and Mayor Pro Tem.

 

On October 8, 2019, the Public Communications Subcommittee, comprised of Mayor Armato and Mayor Pro Tem Campbell, met with Staff to review the Council Committee list. From that discussion, the following changes were suggested and are recommended for Council’s review and consideration. A redline and clean version of the Committee List, with the recommended changes, are provided as Attachments 2 and 3.

 

                     Delegate & Alternate Appointments:

o                     Add “City-School District Partnership” from page 3, “Temporary Sub-committees”

 

 

                     Temporary City Council Sub-Committees:

o                     Move “City-School District Partnership” to page 1 under “Delegate and Alternate Appointments.”

o                     Edit “Summer Beach Concerts” to include target decommission in 2020 after the Summer Series and indicate that the goal is to assure that the new Summer Series is thriving.

o                     Update:

§                     “North School Reconstruction Project” with anticipated school opening date and date of NTMP completion.

§                     “Stormwater Infiltration Project” with change in committee members to Massey and Armato and effort to develop new MOU.

§                     “Fire Station Remodel” with projected date of completion thus indicating target date for decommission.

o                     Decommission:

§                     “Public Communications”-this committee to be retired and replaced with a Council policy and operational protocol of having the Mayor and Mayor Pro Tem to be consulted on press releases.

§                     “Redondo Beach Development”-Council will create new subcommittee to collaborate with Redondo Beach as the AES development plans emerge.

§                     “Fiesta Hermosa” -this committee to be retired as its original directives were to work with the community to develop a list of recommended improvements to the events for Council and Chamber of Commerce consideration. These recommendations were ultimately supported by the City Council and incorporated into the Fiesta Hermosa Agreement between the City and Chamber of Commerce (2019-2021). The Agreement further stipulates that the Chamber shall be involved in pre/post-event meetings with City Departments, coordinate an annual community survey in collaboration with the City (in-progress), and provide a yearly general update on Chamber programming and services to the City Council-this is anticipated for Council’s January 28th regular meeting. The City Council may re-engage this Subcommittee in anticipation of contract expiration in 2021.

§                     “Film Permitting/Procedures”-Parks and Recreation Committee to work on items that fall under this topic.

§                     “Community Theater Management Contract Negotiations”-decommission for now.

§                     “Leadership Hermosa Beach Class Projects”-Task is finished. Staff can work with LHB.

o                     Add projected end dates to each of the temporary subcommittees. List goals to be achieved by each temporary subcommittee with dates to achieve all goals by.

 

At its meeting of November 18, 2019, the City Council unanimously supported, under “other matters,” to bring back an item to consider dedicating the Hermosa Beach Community Garden in former Mayor/Councilmember Jeff Duclos’ name. The City does not currently have a formal process for naming a place after someone. Therefore, staff recommends that Council form a Sub-committee to work with a Sub-committee of the Parks & Recreation Commission on the dedication process.

 

Please note that a resolution is required for any delegate/alternate changes to the South Bay Cities Council of Governments (SBCCOG). A draft resolution is attached in the event of reassignment this evening (Attachment 4). Committee Information is also attached (Attachment 5).

 

The City Clerk’s office will notify the boards and committees of any changes to delegate and alternate assignments, and will forward to Councilmembers the final committee-assignment list with any revisions made this evening.
