The City Clerk recommends that the City Council waive full reading and adopt by title Ordinance No. 19-1396.

Background:

At the September 10, 2019 City Council meeting, staff presented the draft ordinance for Council consideration.  Following the public hearing, the City Council unanimously introduced the ordinance as presented.
