SANITARY SEWER MAINTENANCE, CCTV INSPECTION

Recommendation

It is recommended that the City Council:

1.                     Award a sanitary sewer cleaning and video inspection services contract to Empire Pipe Cleaning & Equipment, Inc., in the amount of $476,710 beginning September 17, 2018 and ending June 30, 2021;

2.                     Approve an additional appropriation of $11,339 from Sewer Fund;

3.                     Authorize the Mayor to execute and the City Clerk to attest the contract subject to the approval of the City Attorney; and

4.                     Authorize the Director of Public Works to make changes as necessary within the approved budget.

 

Body

Background:

The City provides sewer collection services to residents and businesses within city limits. The City owns, operates, and maintains approximately 37 miles of sewer mains and 880 sewer manholes.  All sewer flows are conveyed to the Los Angeles County Sanitation Districts system for treatment and processing.

 

For the past twenty-three years, the City has employed sewer maintenance contractors to clean and video inspect its’ sanitary sewer system as a preventive maintenance strategy.  This practice helps insure proper sewer system operations, extend the system service life and greatly reduces the potential for damage to private and public property that could result from system blockages.  Hydro-jetting (line cleaning) is essential to proper sewer system operation.

 

This annual, three-year term sewer system cleaning contract also provides for on-call services to respond to after hour emergencies and as-needed sewer video inspection to determine/mitigate sewer system problems such as excessive sand or broken sewer pipes.  The work performed is an annual citywide cleaning of the entire system and quarterly problem area cleaning.

 

Bid documents and specifications were sent to three qualified contractors, and also advertised in the Easy Reader and bid Houses.  A mandatory pre-bid meeting held on May 31, 2018, which was attended by two interested and qualified firms. On June 14, 2018, the City Clerk’s Office received, publicly opened and read aloud submitted bids.

 

Analysis:

Staff reviewed the lowest bidder’s documents and found them to be responsive.  A check of references provided that services had been provided in a satisfactory manner. 

Empire Pipe has provided sewer maintenance services and maintained the City’s sewer system for the past fifteen years and is very familiar and knowledgeable about the system which includes problematic areas.

 

Staff recommends that the Council award a contract and enter into an agreement with Empire Pipe Cleaning and Equipment, Inc., in the total amount of $476,710 for the periods of FY 2018-19, FY 2019-20 and FY 2020-21.

 

Fiscal Implications:

There is $144,751 appropriated in the FY 18/19 Budget in the Sewer Fund for hydro-flushing. Staff requests an additional appropriation from the Sewer Fund in the amount of $11,339 to adequately fund the first year contract costs of $156,090.  Staff will request funding for contract years two and three in the appropriate fiscal year budgets.
