YOUTH BASKETBALL LEAGUE TO PROVIDE A CO-ED YOUTH

BASKETBALL LEAGUE FOR THE UPCOMING 2018/2019 SEASON

It is recommended that City Council:

1.                     Review improvements made by the Hermosa Beach Youth Basketball League Board of Directors, consistent with City Council direction; and

2.                     Approve a one-year extension to Hermosa Beach Youth Basketball League’s agreement for the upcoming 2018/2019 season.

 

Body

Background:

At the City Council’s July 25, 2017 meeting, the Hermosa Beach Youth Basketball League (HBYBL) was awarded a one-year agreement, with the option to extend two additional one-year terms, to provide a co-ed youth basketball league for the community.  The HBYBL Board has made great strides in implementing a number of improvements to the league and continues to set goals for future improvements. 

 

As required in their agreement, a representative from the HBYBL presented to the Parks, Recreation and Community Resources Advisory Commission at their July 3, 2018 meeting to provide an overview of its recent season as well as league goals for their upcoming season (Attachment 1).  Overall, the Commission did not have concerns and appreciated a number of improvements made by the Board in the recent years.

 

Analysis:

As previously noted, the HBYBL has made a lot of improvements, required per agreement with the City as well as self-imposed, leading to another successful season in 2017/2018.  These improvements include, but are not limited to:

 

                     A new, updated website, providing a better source of information for parents and the community;

                     Creation of a Facebook page that will be updated regularly;

                     Closer coordination with referees and coaches to help create more balanced teams and create more efficient drafts; and

                     Continuing to coordinate various lines of communication and ensuring the HBYBL website includes accurate contact information.

The board is eager to continue making changes and foster improvements that have worked well.  A list of the current Board Members is included as Attachment 2.  Overall, staff is happy with the number of improvements as well as the direction the Board is taking the league and is recommending a one-year extension to their agreement.

Considering concerns of the Council in past discussions regarding this topic, HBYBL has provided its 2017 Form 990, included as Attachment 3.  Attachment 4 includes the current agreement between the City of Hermosa Beach and HBYBL followed by the First Amendment to the Agreement to extend one additional year should the Council approve this action (Attachment 5).

General Plan Consistency:

The relevant policies adopted in PLAN Hermosa with HBYBL’s use of the Community Center gymnasium for its annual co-ed youth league are listed below:

                     Parks & Open Space Goal 1. First class, well maintained, and safe recreational facilities, parks and open spaces.

o                     1.5 Evaluate community needs - Conduct a periodic review of community park needs and interests to inform maintenance and investment priorities.

 

                     Parks & Open Space Goal 2. Abundant parks, open space, and recreational facilities to serve the community.

o                     2.1 Diverse programs and facilities - Offer diverse recreational programs and facilities to meet the needs of all residents.

 

                     Parks & Open Space Goal 3. Community parks and facilities encourage social activity and interaction.

o                     3.5 Health and Physical Activity - Increase the availability of space and variety of activities that promote community health and physical activity such as community gardens, fitness stations/equipment, and fields/courts.

o                     3.6 Availability of City facilities - Consider the demand and availability of City facilities for general community use in the long-term lease and/or rental of City facilities.

 

Fiscal Implications:

While unknown at this time, there will be in-kind or monetary donations made at the conclusion of each season, donated by HBYBL, for facility enhancements or projects throughout the city that would benefit Hermosa Beach residents.  Hourly rental fees ($25 per hour) are anticipated to remain the same as previous years.
