Recommendation

It is recommended that City Council award a Transportation Service Agreement to Tumbleweed Transportation to provide daily bus transportation for kindergarten children attending the STAR Education program in the amount of $31,500.

Background

In July, 2015, the City entered into a lease agreement with STAR Education, a Los Angeles-based non-profit organization, to provide day care services for children attending kindergarten in the Hermosa Beach School District (HBCSD) opposite of when they were attending the half-day program.  STAR utilizes a dedicated classroom at the Community Center and runs from 7:00am - 6:00pm during the school year.

 

The City has provided bus transportation from the Community Center to View School and back for children enrolled in the STAR program since the program’s inception.  Tumbleweed Transportation provided this service throughout the most recent 2017/2018 school year without incident.  In June, 2018, staff issued an RFP for this daily transportation service; Tumbleweed Transportation was the only proposal received.   Considering last year’s satisfactory service as well as qualified and positive reference checks, staff is confident in moving forward with Tumbleweed Transportation for the upcoming 2018/2019 school year. 

 

Analysis

Attachment 1 includes Tumbleweed Transportation’s proposal.  Attachment 2 includes the Transportation Service Agreement, if approved by the City Council.

 

General Plan Consistency:

PLAN Hermosa, the City’s General Plan, was adopted by the City Council in August 2017. The Vision Statement and Guiding Principles adopted as part of PLAN Hermosa describe a future where “Hermosa Beach is the small town others aspire to be; a place where our beach culture, strong sense of community, and commitment to sustainability intersect” and a desire to be a catalyst for innovation with “forward-thinking approaches to anticipating future lifestyles, transportation trends and environmental realities are necessary for creating a durable sustainability plan.”

The relevant policies with this daily STAR transportation agreement are listed below.

                     Mobility Goal 3. Public right-of-ways supporting a multimodal and people-oriented transportation system that provides diversity and flexibility on how users choose to be mobile.

o                     3.5 Incentivize other modes - Incentivizing local shuttle/trolley services, rideshare and car share programs, and developing infrastructure that support low carbon (e.g. electric) vehicles.

 

                     Mobility Goal 6. A regionally integrated transportation system that provides local and regional connections to regional transit services, bicycle facilities, and other inter-modal facilities.

o                     6.3 Transportation sharing program - Facilitate greater local and regional mobility through programs for shared equipment or transportation options such as car sharing and bike sharing.

 

                     Mobility Goal 7. A Transportation system that results in zero transportation-related fatalities and which minimizes injuries.

o                     7.4 Traffic safety programs - Prioritize traffic safety programs oriented towards safe access to schools and community facilities that focus on walking, biking and driving in school zones.

 

                     Mobility Goal 8. Facilitate sustainable, effective, and safe movement of goods and commercial vehicles.

o                     8.2 Prohibit excessive idling - Discourage commercial vehicles from excessive idling during deliveries and while parked.

 

Fiscal Implications

Annually, the total cost for this service is $31,500 ($175 per day x 180 school days per year) and qualifies for Prop A funding. Sufficient funds are available in the 2018-19 Budget.
