Recommendation

Staff recommends that the Hermosa Beach City Council receive and file an update regarding Los Angeles County Fire Department and McCormick Ambulance services for the period of April 1, 2018 - June 30, 2018.

 

Body

Background

Los Angeles County Fire Department provides fire services and McCormick Ambulance provides emergency transport services for the City of Hermosa Beach. These providers began delivering services on December 30, 2017.

 

Analysis

During the second quarter of 2018 (April 1, 2018 - June 30, 2018), Los Angeles County Fire Department responded to 420 incidents with an average response time of 5.17 minutes. Average Response Time is defined as the time that the first-arriving units (excluding Lifeguard units) arrive to each incident and includes emergency and non-emergency calls. 

 

Los Angeles County Fire Department continues to provide automatic aid to neighboring jurisdictions. Attachment 1 indicates that surrounding jurisdictions, labeled as Area G Cities have responded into Hermosa Beach to provide automatic aid 4 times during the quarter while Los Angeles County Fire Department, labeled as the Fire District has responded 39 times into Area G cities to provide automatic aid during the quarter.

 

Special Events

 

Los Angeles County Fire Department Homeland Security, Fire Prevention and Operations Divisions have participated in a variety of pre-planning meetings for various events within the community. The Memorial Day Fiesta was the first deployment for Los Angeles County Fire Department. The department deployed their Homeland Security Division, bicycle crews, Lifeguard quick response vehicles (QRV), an additional engine and paramedic squad during the three day event. Fire also coordinated with McCormick ambulance staff to ensure interoperable communications and rapid response times during the event.

 

Fire Station Construction

 

An initial fire station construction planning meeting was conducted on June 26, 2018 with representatives from Los Angeles County Fire Department and various city department representatives. Planning and design of the station remodel will continue until February 2019. Physical construction is scheduled to begin in March of 2019.

 

Fire Prevention

 

Annual Business Fire Inspections began on April 1, 2018. Station 100 has currently completed 92% of the inspections with an anticipated completion by August 1, 2018. In addition, Fire Prevention has completed the inventory of the Supra Box’s (a lock box containing the key for the business to prevent the breakdown of a business entrance) located 44 within the City.

 

Film Permit

 

During the second quarter of 2018, Community Resources and Los Angeles County Fire Department Film Permit have processed and approved 12 film permits.

 

McCormick Ambulance

 

McCormick stationed an ambulance within the City all three days during Fiesta Hermosa. Coordinating response efforts with Los Angeles County Fire Department, EMT’s were stationed within the Fiesta Siesta tent managed by the HbCERT team and responded to incidents within the footprint of the Fiesta. In addition, McCormick also stationed a ambulance within the City boundaries for Fourth of July to prevent delays in incident response time.

 

Fiscal Implications

Funding for fire and ambulance services is included in the City’s budget.
