Recommendation

It is recommended that City Council approve the proposed pattern concrete finish and select one of the recommended colors for replacement of the existing stamped concrete areas along The Strand between 10th and 15th Streets.

Background

At its regularly scheduled May 22, 2018 meeting, City Council awarded a construction contract for capital project CIP #16-174 Street Improvements, Various Locations.  This project will provide street improvements along Hermosa Avenue between 10th and 14th Streets.  As part of this project, CIP #17-187, Stamped Concrete Preplacement on The Strand was included as a separate, contingency item.  The approach to include it with this project was that with the substantial amount of similar work scope type (concrete) with the access ramp upgrades and the specific location curb-gutter and sidewalk repairs, the similar work type lends the ability to complete this much needed project as part of a current capital project.

 

Analysis

The existing concrete is deteriorated (Attachment 1) and needs replacement to improve the surface for user safety.  The work scope includes for removal and replacement of the subject colored-stamped concrete.

 

Staff reviewed the improvements at Herondo Street and The Strand (Attachment 1).  The attached picture show light brown colored concrete with a standard finish and typical score marks for crack control.

 

With an improved surface for pedestrian and bicycle safety as the goal and the ability for ease of maintenance considered, staff researched into patterns to achieve the desired result.  The “framed” pattern recommended (Attachment 2 - pic 1) is distinct, complements the existing linear features of The Strand, provides a smooth surface which is both pedestrian and bicycle friendly, and lends itself for ease of maintenance if needed.

 

The colors recommended (Attachment 2, pics 1 & 2) also complement the existing look along The Strand.  Attachment - Pic 1 is standard concrete color.  Attachment 2 - Pic 2 shows the alternate color available of light brown or Adobe color, similar to the existing stamped concrete color.

 

Fiscal Implications

There are sufficient Capital Improvement funds budgeted for CIP #17-187 in the Adopted FY 2018-19 budget.
