FOOD SERVICES AGREEMENT FOR POLICE DEPARTMENT JAIL

It is recommended that City Council authorize the City Manager to sign an agreement with the Los Angeles County Sheriff’s Department for Food Services for the police department jail.

Background

The Los Angeles County Sheriff’s Department provides pre-packaged meals to the police department for jail services. The current 5-year agreement for the Los Angeles County Sheriff’s Department to provide this service is set to expire on June 30, 2018.

 

It is recommended that the City continue contracting with the Sheriff’s Department to deliver pre-packaged meals for the police department jail. The department is required to provide prisoners three meals a day and each meal must meet the nutritional and caloric standards as required by the Title 15 standards for detention facilities. The Sheriff’s department is responsible for delivering the meals to our facility and ensuring that the meals are up to standard. Staff is satisfied with the service provided by the Sheriff’s Department for the last 5 years. 

 

The term for this new agreement will be for five years, terminating on June 30, 2023. A five-year agreement is recommended, as it saves the City from renewing the contract every year. The Sheriff’s Department will provide written notice of a billing rate adjustment annually. The billing rate for meals is based on the recovery of ingredient costs, mileage costs, and labor costs. The cost per meal for fiscal year 2018-2019 is $2.75. The City may terminate this agreement with or without cause with a sixty (60) day notice.

 

Fiscal Implications

The department budgets for food services for the police department jail as part of prisoner maintenance. There is no fiscal impact as a result of signing this agreement as the number of meals and frequency delivered vary based on the department’s request. The department spends an average of $2,660 per year on prisoner meals through the Sheriff’s Department.
