1) Adopt a Resolution Authorizing the City Manager to Sign and File, for and on Behalf of the City, a Financial Assistance Application for an Assistance Agreement from the State Water Resources Control Board for the Planning, Design, and Construction of the Hermosa Beach Greenbelt Trench Infiltration project.

Background:
At the August 22, 2017 regular meeting, City Council adopted a resolution authorizing the city manager to file a financial assistance application with the State Water Resources Control Board (SWRCB) to fund the City’s greenbelt infiltration project. Following the meeting, staff received additional revisions to the resolution from the SWRCB Legal Counsel that require approval prior to executing the agreement.
Analysis:
Staff presented the draft resolution to SWRCB staff on February 07, 2017 for review. On August 16, 2017 staff notified that SWRCB staff that the item was scheduled for City Council consideration on August 22, 2017 and to confirm that they had no edits. SWRCB Legal Counsel provided edits to the resolution on September 14, 2017. Staff made the requested edits and are recommending City Council adopted the amended resolution (Attachment 1).
Fiscal Implications:
The financial implications associated with the design and construction of the project are outlined in the August 22, 2017 staff report.
