It is recommended that the City Council:

1.                     Award a Professional Services Agreement (PSA) with John M. Cruikshank Consultants, Inc., in the not-to-exceed amount of $53,140 for the assessment and design of the structural elements of the municipal pier. 

2.                     Authorize the Mayor to execute and the City Clerk to attest the attached Professional Services Agreement subject to approval by the City Attorney.

Background

 

In September, 2011, City Council approved a contract with John M. Cruikshank Consultants, Inc. (JMC2) to provide design engineering services for the structural repairs to the Hermosa Beach Municipal Pier.

 

Based on the design services from JMC2, on March 12, 2013 council awarded a construction contract to Tidal Marine Construction for the structural repairs of the pier. The $146,650 improvement project was completed in July of 2013.

 

On January 13, 2015, Council awarded another construction contract to Tidal Marine Construction for the continued structural repairs of the municipal pier in the amount of $166,500. Construction for this phase was completed on May 7, 2015. During this phase, several modifications were made to the construction documents to address the increased damaged structural elements found while repairs were underway. A third phase was introduced in 2015 to address the remaining structural and surface element deficiencies.

 

Because the latest structural assessment was completed almost seven (7) years ago, it is imperative that all the structural elements of the pier be reevaluated in order to develop an accurate assessment of what is left to remediate at the pier for Phase III as well as to document the overall condition.

 

In February of 2017 staff advertised a Request for Proposals (RFP) for the assessment and design of the structural and surface elements of the municipal pier. The RFP contained three (3) separate tasks that the proposers had to address: 1) the preparation of an updated inspection and assessment report, 2) the preparation of construction documents, and 3) providing construction support and inspection services during the repair phase.

 

During the advertisement process, it became apparent that several of the firms would not be able to provide an accurate proposal for the second and third tasks until after the assessment of the pier was complete. Staff determined the best course of action was to make the selection strictly on the first task of the RFP and either; advertise for the two remaining tasks after the assessment was complete, or award a full contract to the most qualified firm if the selected firm submitted cost proposals for all tasks.

 

Analysis

 

The following is a list of the qualified firms which submitted proposals and cost estimates on Tuesday, May 30, 2017:

 

Staff reviewed the proposals received and found them to be in compliance with the RFP requirements. Of the four firms, two provided a cost for the three (3) tasks, and two provided a cost for task one (1) and an hourly fee schedule for the remaining tasks.

 

Of the two firms that provided a cost for the three (3) tasks, JMC2 was able to provide the lowest overall cost and demonstrated that their previous experience on the pier will allow them to accurately an effectively assess the Hermosa Beach Municipal Pier condition. Therefore, staff recommends the award of the PSA to JMC2 to perform the pier structural assessment, and subsequent design for the repairs, for a total not-to-exceed amount of $53,140.

 

Fiscal Implications

 

The Professional Service Agreement will be a not-to-exceed contract amount of $53,140. There are sufficient financial resources in the CIP 16-629 project accounts which are funded through Tyco, and Tyco Tidelands funds to cover the contract amount.
