It is recommended that City Council authorize $35,000 of funds from the Capital Improvement Fund for the purchase of ten dual-port electric vehicle charging stations for installation by the Southern California Edison Charge Ready Program and approve the estimated revenue of $7,500 from Southern California Edison at the completion of the project.

Background

The City’s Clean Fleet Policy and Action Plan, adopted June 11, 2013, and updated April 27, 2016 (Attachment 1), establishes a clean vehicle and fleet policy that requires progressive transition to alternative fuel and zero and low emission vehicles. Accelerating the implementation of the City’s Clean Fleet Policy is a recommended action in the Municipal Carbon Neutral Plan.

 

To facilitate the expansion of the zero and low emission vehicles, the City is increasing the number of electric vehicle (EV) charging stations for municipal and public vehicles. In 2015, staff purchased 10 dual-port EV charging stations to be installed in public spaces throughout the city. Public Works staff have installed five (5) of the ten (10) dual-port stations in public and city vehicle only spaces. Public Works staff continue to install the remaining five (5) EV charging stations as scheduling permits and staff are exploring opportunities to expand the installation EV charging stations by third-parties.

 

Analysis

Most recently, Southern California Edison (SCE) launched the Charge Ready Program in 2016: http://www.edison.com/home/our-perspective/charge-ready-a-plan-for-california.html. The Charge Ready program is a partnership in which SCE will install and maintain the supporting electrical infrastructure, the cost of which will be covered by the program, while participants will own, operate and maintain qualified charging stations.

 

As an incentive to participate in the program, SCE will provide rebates to cover some or all of the cost of the charging stations and their installation, depending on location and type of establishment. The goal of the program is to increase the availability of EV charging stations through its service area by working with cities, employers, apartment owners, charging equipment manufacturers to deploy EV charging stations at locations where cars may be parked for four hours or more.

 

Staff submitted a Notice of Intent to participate in the pilot program on April 27, 2016. Following a site assessment, the City received a pre-qualification confirmation for the deployment of five (5) dual-port charging stations (10 parking spaces) at both City Hall and Valley Drive locations. Staff are currently completing the Step 2 Agreement (Attachment 2) in consultation with the city attorney. Following this, if the city accepts SCE’s proposal for the deployment locations, the city has 30 days to procure qualified charging stations from an approved vendor (Attachment 3) and provide proof of purchase (or request an extension) in accordance with the terms of the accepted proposal.

 

Staff are requesting $35,000 to purchase ten (10) dual port GE chargers (Attachment 4) from the approved vendor list within 30 days contingent upon the city accepting SCE’s proposal. The city will receive a 25% rebate of the charger cost upon completion of the project.

 

Fiscal Implications

Authorization of $35,000 of funds from the Capital Improvement Fund for the purchase of ten dual-port electric vehicle charging station for installation by the Southern California Edison Charge Ready Program. The City will receive an estimated rebate of $7,500 from Southern California Edison. (The rebate is 25% of the cost of charging stations only, which is estimated to be $30,000, and not on shipping and tax.)
