Mayor Massey called the Study Session to order at 6:04 p.m.

Mayor Massey provided the following event reminders; the Sidewalk Sale  
will take place on Saturday and Sunday throughout Downtown; State of the  
Art fundraiser event on Saturday from 5:00 p.m. to 9:00 p.m. at the Resin;  
Sea Sprite Hotel Beach Clean-up on Sunday from 9:00 a.m. to 1:00 p.m.;  
Lemonade Day on Sunday afternoon from 12:00 p.m. - 4:00 p.m.; Coffee  
with a Cop on April 23 from 10:00 a.m. - 12:00 p.m. at Lazy Acres; the  
Rams Draft Experience from April 25 - May 2; Surfer's Walk of Fame  
events on April 26 - April 28; and on April 28, Heal the Bay will present a  
panel of experts to discuss Rising Tides: Exploring LA’s Readiness for  
Sea Level Rise. The panel will cover climate change, environmental policy,  
challenges facing LA’s coast and explore solutions for a more sustainable  
future. This discussion will be held at the Community Theatre from 3:00  
p.m. - 4:30 p.m. on Sunday, April 28.

1. Review and provide comment regarding the FY 2024-25 Capital Improvement  
Program (CIP); and  
2. Receive and file the FY 2024-25 Capital Improvement Program Study Session  
Report.

Session Report. The motion carried by the following vote:
